Free Arizona Boat Bill of Sale Form (AZGFD Watercraft)

Q: Do boats have titles in Arizona?

No. Under Arizona Revised Statutes (A.R.S. § 5-321), Arizona is a non-titling state for watercraft. Boats do not have separate titles of ownership issued by the state. Instead, the Arizona Game and Fish Department (AZGFD) issues a Certificate of Number (Registration Card), and this notarized Bill of Sale serves as the primary legal evidence of ownership transfer.

Q: Does an Arizona boat bill of sale need to be notarized?

Yes. The Arizona Game and Fish Department (AZGFD) strictly requires that the seller's signature on the watercraft bill of sale be notarized by a licensed Notary Public to verify transfer of ownership and prevent fraudulent vessel registrations.

Q: How long do you have to transfer a boat registration in Arizona?

Under A.R.S. § 5-322, the buyer has exactly 15 calendar days from the date of purchase to submit this notarized bill of sale and previous registration to the Arizona Game and Fish Department (AZGFD) to register the watercraft in their name.

Q: Which state agency handles boat registration in Arizona?

Watercraft registrations are governed solely by the Arizona Game and Fish Department (AZGFD), not the Arizona Department of Transportation (ADOT MVD). All vessel transfers must be processed directly through AZGFD offices or their official online watercraft portal.

Q: Where do you register a boat trailer in Arizona?

Unlike the boat hull (which is registered with AZGFD), the boat trailer is considered a motor vehicle under Arizona traffic law. The trailer must be titled and registered separately through the Arizona Department of Transportation (ADOT MVD).

Execute Notarized Bill of Sale

Fill out and print this 1-page statutory Form SBF-AZ-BOAT. Under AZGFD policy, the seller's signature must be notarized by a licensed Notary Public to certify lawful transfer.

Submit to AZGFD Within 15 Days

Under A.R.S. § 5-322, the buyer must submit this form to an AZGFD regional office or upload via the AZGFD Watercraft Portal within 15 calendar days to obtain new registration decals. (Trailers are registered with ADOT MVD).
